Visa BASE I update and SMS POS host simulator

BaseI definition was tuned to be core message specification for VISA financial protocols based on it. It also have now independent msg and pkt parsers.
Keep in mind that some msg fields formats based on used in header flags. The message parser might have less parsing details without references from header.

VISA Single Message System (SMS) POS Technical Specifications host simulator added into iso8583.info test environment. It is based on BaseI Technical Specifications defined before with POS related messages customisation.

In first public release available basic replies functionality for Authorisation MTI-0100, Financial Transaction MTI-0200 and Network management MTI-0800. The host simulator replies are simple and might not cover all transaction scenarios.
